H.E. Hamad Sayah Al Mazrouei

His Excellency Hamad Sayah Al Mazrouei was appointed Undersecretary of the Abu Dhabi Department of Economic Development (ADDED) in June 2025. In his capacity as Undersecretary of ADDED, H.E. plays a central role in shaping Abu Dhabi’s economic strategies and policies, advancing regulatory frameworks, and enhancing the Emirate’s global competitiveness. His leadership is instrumental in accelerating Abu Dhabi’s transition towards a smart, diversified, and sustainable economy. With over two decades of executive leadership in strategic planning, regulatory affairs, business development, and human capital management, H.E. Al Mazrouei leads ADDED’s initiatives to further strengthen relations with local and international stakeholders, enhancing innovation, transparency, and knowledge-sharing to continuously develop the business ecosystem and Abu Dhabi’s position as a global hub for talent, business, and investment. Prior to joining ADDED, H.E. Al Mazrouei held several senior leadership roles at ADGM, including Chief Operating Officer and later Chief Executive Officer of the Registration Authority. In these roles, he spearheaded the revamp and transformation of ADGM’s operational landscape, streamlining processes, leveraging technology, and optimising systems to enhance efficiency and effectiveness. As CEO of the Registration Authority, H.E. oversaw the operations and strategies for registering financial and non-financial firms and real estate assets within ADGM’s jurisdiction. His leadership was pivotal in driving ADGM’s digital transformation, expanding its jurisdiction tenfold, and reinforcing its status as a globally recognised international financial centre. H.E. Al Mazrouei also serves as Chairman of the ADGM Academy, and is the founding force behind its establishment. Under his leadership, the Academy launched national employability programmes in collaboration with government and private sector partners. Since 2018, these initiatives have created thousands of private sector job opportunities for UAE Nationals, reflecting his deep commitment to talent development and inclusive economic growth. A visionary leader, H.E has championed landmark initiatives such as the ADGM Expansion Project and the establishment of the World Bank’s office in Abu Dhabi, in close coordination with the UAE Ministry of Finance and ADDED, further reinforcing Abu Dhabi’s position as a global economic hub. In addition, he is a Board Member of the UAE Securities and Commodities Authority (SCA), contributing to the strategic direction of the UAE’s capital markets. Since 2024, he has chaired the ADGM Executive Leadership Committee. His Excellency Hamad Sayah Al Mazrouei Undersecretary, Abu Dhabi Department of Economic Development (ADDED) Earlier in his career, H.E. held key roles at the General Secretariat of the Executive Council (GSEC) and ADNOC/National Drilling Company, where he led major organisational transformations, workforce strategies, and succession planning initiatives that elevated national talent and institutional performance. H.E holds a Master of Business Administration from the New York Institute of Technology, a Bachelor’s degree in Business Management from Portland State University (USA), and completed an Executive Programme at Mohamed Bin Zayed University of Artificial Intelligence (MBZUAI) in 2022.
