H.E. Rashed Abdulkarim Al Blooshi

His Excellency Rashed Abdulkarim Al Blooshi is the Chief Executive Officer of the Registration Authority at ADGM, where he oversees the strategic development and regulatory performance of the Authority, ensuring it remains a key enabler of ADGM’s position as a leading global financial centre. Al Blooshi joined ADGM in June 2025 and brings more than 26 years of leadership experience from across the UAE’s financial and regulatory landscape. His deep institutional knowledge and strategic foresight help to drive the continued evolution of the Registration Authority and reinforce ADGM’s standing as a world-class destination for business and finance.He previously served as Undersecretary of the Abu Dhabi Department of Economic Development (ADDED) and as the CEO of the Abu Dhabi Securities Exchange (ADX), where he played a central role in shaping Abu Dhabi’s economic diversification strategy, strengthening the competitiveness of the Emirate’s business environment, and aligning development policies with Abu Dhabi’s long-term economic vision. Widely recognised for his forward-looking leadership and cross-sector expertise, Al Blooshi has been instrumental in launching key initiatives to promote innovation, attract investment, and position Abu Dhabi as a globally competitive, knowledge-based economy. He also serves on several boards and high-level committees at both the local and federal levels, contributing to national policy development and institutional excellence. Al Blooshi holds a Master’s degree in Business Administration from UAE University, and a Bachelor’s degree in Computer Science and Information Systems from Benedict College in the United States.
