Oussama Elbaba

Oussama El-Baba is a seasoned healthcare executive with over 30 years of leadership in global healthcare business development, international patient services, and strategic partnerships across the United States, Middle East, North Africa, and Latin America. As Chief Global Destinations Program Officer at UChicago Medicine, he drives the expansion of the institution’s global footprint, deepening partnerships and patient access in key regions including the GCC and Latin America. Before joining UChicago Medicine in 2026, Mr. El-Baba served as Executive Director of Global Business Development at The Paley Orthopedic & Spine Institute, where he launched the Paley Middle East Clinic in Abu Dhabi which served patients from over 20 countries. At New York-Presbyterian Hospital, he held senior leadership roles promoting global services in collaboration with Columbia University and Weill Cornell Medicine. There, he developed and managed strategic initiatives to enhance international patient programs, strengthen partnerships across the Middle East and North Africa, and expand referral networks, significantly increasing the hospital’s regional presence and patient volume. Earlier in his career, Mr. El-Baba founded and led the International Programs Department at Children’s National Medical Center in Washington, D.C., transforming it into a globally recognized pediatric healthcare program. He holds a Master of Health Administration from the University of Missouri and a Bachelor of Science in Biomedical Engineering from Louisiana Tech University. He also holds certifications in effective negotiation and project management from Harvard and George Washington University. His expertise spans complex global partnerships, physician visiting programs, and sustainable growth strategies in diverse international healthcare markets.
