Dr. Marwan Al Mulla is currently the CEO of the Health Regulation Sector of the Dubai Health Authority (DHA) since 2018. He has earned his degree in Medicine and Surgery from The Royal College of Surgeons in Ireland in 2001. He followed his studies with MSc in Healthcare Management from the Royal College of Surgeons in Ireland (RCSI) and earned the Arab Board of Family Medicine from the Arab Board of Medical Specializations in 2008. Dr. Ramadan AlBlooshi has recently joined the Dubai Health Authority (DHA) as a Senior Advisor to the Director General. He will be working closely to deliver DHA’s projects both locally and internationally. Before joining back in DHA, Dr. AlBlooshi was the Chief Regulatory Officer (CRO), of Dubai Healthcare City Authority from 2014 to 2021. Hoor Al Khaja is Senior Vice President in International Operations within the Dubai Corporation of Tourism and Commerce Marketing (DCTCM) – the body responsible for the branding, promotion and marketing of the Emirate of Dubai under Dubai Economy and Tourism (DET). Hoor joined the Corporation in 2013, initially working on the Tourism Sector Strategy, before transferring to the International Operations Department, where she worked on various different markets for the past 10 years, most notably the Asia Pacific region where she focused on driving the inbound China Market Strategy to Dubai, pushing China up from Dubai’s 11th source market to its 4th. Dr. Essam Mohammed Noor Howayyer AlZarooni is the Acting Executive Director of Clinical Services Sector at the Emirates Health Services. He has 8 years in Emirates Health Services and 20 years in the Medical Field. He graduated from the medical school at UAE University in 2003. He completed his specialization in Pediatric Emergency Medicine in University of Manitoba (UOM), Canada. Upon return from Canada, he worked for 1 year in Al Qassimi before joining Shaikh Khalifa Medical City (SKMC) – Abu Dhabi emergency department in July 2013 as a consultant. After 2 year, he returned to Ministry of Health as a head of accident and emergency department in Al Qassimi Hospital (AQH). Dr Howayyer played an active and major role in establishing and operating the new accident and emergency building/department in AQH, beginning of Mar 2016. He also was a key member in the team who managed to get Joint Commission Certification (JCI) accreditation for AQH end of 2018. Along with that he established the Arab board residency program in the accident and emergency department of AQH end of 2018. In October 2021, he was assigned as a director of the hospital department in Emirates Health Services (EHS) establishment. In June 2022, he was appointment as acting chief executive of medical services at EHS. Dr Howayyer is heavily involved in quality and performance improvement projects both at the hospital as well as the corporate level. He chairs multiple committees at national and corporate levels.

Dr. Al Redha is a graduate and postgraduate of the Royal College of Surgeons in Ireland and holds a Masters Degree (MSc) in Healthcare Management. He Chairs the Emirates Health Informatics Society, a scientific and educational platform dedicated for promoting excellence in Heath Informatics within the Emirates Medical Association. He is the Director of Health Informatics and Smart Health Department at the Dubai Health Authority. In 2016, he also established the DHA’s Accelerator Office within Dubai Future Foundation. Dr. Mohammad was a Research Fellow in Clinical Informatics at the Division of Clinical Informatics, Harvard Medical School in Boston (2008-2009). Prior to joining the field of informatics, Dr. Mohammad was the Chief Operating Officer at Rashid Hospital – a 600 bed trauma facility serving Dubai since 1973. Colonel Dr. Essa Almutawa is the Chief Artificial Intelligence Officer, the Head of Global Indicators for Fire Incidents, and the Director of the Department of Monitoring and Inspection at Dubai Civil Defense (DCD) in the United Arab Emirates.
